Prosecutors said the men, from Somalia, were detained in Rotterdam after a tip-off from the Dutch intelligence and security service AIVD.
Armed police searched four houses and a telephone shop in Rotterdam, and two hotel rooms in a village in southern Holland.
No weapons or explosives were found.
