In 2015, Robow defected from Al-Shabaab due to differences and fallout over ideology issues with the group's leader Ahmed Godane, who killed all his opponents.
Robow, who also served as Al-Shabaab spokesman surrendered himself to the Somali government in 2017 and was arrested in Baidoa in the next year by Ethiopian troops a week before the regional election.
NISA added that it spends $7,000 on the living cost of Robow every month, and has access to family visits during the past three years he has been under house arrest in Mogadishu.
The minister said he issued the order after receiving a complaint from Robow’s family that had long struggled to get justice and freedom for the leader, whose imprisonment was politically motivated.
